Electrifying Rural Arizona: How PEC Delivered EV Charging Across Cochise County

Cochise County, AZ turned to PEC to bring high-quality EV Charging, including a Level 3 DC Fast Charger, to three rural cities: Willcox, Bisbee, and Sierra Vista.

Backed by federal grant funding, PEC delivered a full-service solution from design to installation, overcoming remote site challenges and tight budget constraints to make EV charging possible where it had never been before.

Bringing EV Charging to Willcox, Bisbee, and Sierra Vista

In a region better known for its sweeping desert landscapes than its electric vehicle infrastructure, Cochise County, Arizona, had a bold vision: to electrify the region with EV Charging across three of its cities — Willcox, Bisbee, and Sierra Vista.

Backed by a large federal Charging and Fueling Infrastructure (CFI) grant, the county had the funding, but not yet a partner who could turn vision into reality. That’s where Pacific Energy Concepts came in.

A County with a Grant... and a Challenge

Unlike many of our other public-sector EV Charging projects, PEC didn’t get involved until after Cochise County had already secured its grant. But while the paperwork was complete, the project was far from plug-and-play.

To qualify for CFI funding reimbursement, the installation had to meet strict federal requirements, ranging from ADA accessibility to minimum kWh throughput thresholds to prepaying for five years of network service and warranties.

Because PEC is a certified ChargePoint Sourcewell reseller, we were able to quickly source the exact equipment needed to meet these requirements, without the red tape or delays typical of public procurement.

Rural Projects Come With Real Obstacles

Bringing EV Charging to rural areas like Cochise County isn’t easy. Mobilizing crews to remote locations meant 8–12 hours of round-trip driving, and finding a local contractor experienced enough to handle the complexity of Level 3 charging infrastructure was nearly impossible.

PEC made multiple site visits in advance of the installation, gathering all the necessary data to design the project right the first time. This meant…

  • Performing load studies
  • Working with local utilities
  • Securing permits
  • Navigating the engineering requirements unique to each location


All before a single trench was dug.

Making the Impossible, Possible

Cochise County had doubts that fast chargers could be installed within the limits of their existing infrastructure and budget. But we proved otherwise.

From start to finish, PEC managed every step of the process—design, procurement, permitting, installation, and commissioning—delivering a tailored solution for each of the three locations. In a region where many residents had never even seen a DC Fast Charger, we helped lay the foundation for future EV adoption.

And the best part? The County didn’t have to lift a finger beyond signing the dotted line.

As more federal funding becomes available for rural EV infrastructure, counties like Cochise are leading the way. With the right partners, even remote communities can access the same high-performance EV charging found in major metro areas.

About the Solution

Across three cities—Willcox, Bisbee, and Sierra Vista—PEC delivered a mix of Level 2 and Level 3 EV charging infrastructure tailored to each site’s power capacity and community needs. Each location received turnkey installation, including engineering, permitting, trenching, equipment sourcing, and site enhancements like striping and bollards.

  • Willcox & Bisbee: Each site received two dual-port ChargePoint Level 2 chargers, offering the highest output available (19.2kWh). PEC managed electrical upgrades, poured new concrete bases, and ensured ADA-compliant, clearly marked EV-only parking stalls.

  • Sierra Vista: This location was equipped with both Level 2 and DC Fast Charging. PEC installed a ChargePoint CPE250 DCFC (62.5kWh) for rapid turnaround charging and an additional four Level 2 ports, all powered through a custom-installed transformer and panel.

All equipment was installed to meet strict federal grant compliance standards, and each site was fully commissioned by PEC—delivering a seamless, scalable charging solution for one of Arizona’s most rural counties.
