Pacific Energy Concepts (PEC) partners with customers to manage the entire process, from inspection and application to rebate collection, ensuring every available dollar is captured.
Application Process
Pre-Application Requirements
Before installation begins, PEC must submit a pre-application to reserve incentive funding.
PSE requires an inspection before work starts.
- Program Lighting Workbook / Fixture Information
- The number of non-operational fixtures will be verified by the PSE inspector.
- Signed Customer Authorization Form (PDF)
- Product Spec Sheets
- Payee W-9
Incentive Rates
PSE incentives are calculated based on energy savings (kWh reduced), with additional bonuses for advanced controls and networked systems.
Base Incentive Rates
- New Fixture / Retrofit Kit: $0.30 per kWh
- New Fixture with Controls: $0.50 per kWh
- Interior Fixtures with Networked Lighting Controls: $50 per fixture bonus
- Exterior Fixtures with Advanced Lighting Controls: $100 per fixture bonus
- TLEDs Replacing Fluorescent Lamps: $4 per tube
- TLEDs Replacing Existing TLEDs: $2 per tube (minimum 5W savings per lamp)
Incentive Caps:
- 70% of the total installed cost
- Possible to exceed the cap if using advanced controls

Fixture Details & Eligibility Notes
- LED-to-LED Replacements: Eligible for incentives.
- Selectable Wattage Fixtures: PSE uses the highest wattage setting for calculation.
- Tubular LEDs (TLEDs):
- $4 per lamp if replacing fluorescent
- $2 per lamp if replacing existing TLED (minimum 5W savings per lamp)
- Applies to all TLED types (A/B/C)
- DLC Certification: Not required for eligibility.
