For Colorado property owners and operators evaluating electric vehicle charging infrastructure, the Xcel Energy Colorado Commercial EV Infrastructure Rebate Program offers an opportunity to reduce the cost of installing EV charging equipment and supporting infrastructure. The program is available to qualifying non-residential Xcel Energy customers and includes incentives for Level 2 charging, DC fast charging (DCFC), and certain new construction projects.
What Rebates are Available through the Xcel Energy Colorado Commercial EV Infrastructure Rebate Program?
Commercial customers of Xcel Energy CO may be eligible for rebates to help pay for the material and infrastructure needed to implement EV charging stations on their properties.
The program establishes funding amounts for 2 cost categories related to these projects:
- Electric Vehicle Supply Equipment (EVSE): This is funding to apply toward the EV charging equipment or material that’s getting installed. According to Xcel, this includes the “ungrounded, grounded, and equipment grounding conductors, the electric vehicle connectors, attachment plugs, and all other fittings, devices (including the charger), power outlets, or apparatuses associated with the installed device, but does not include EVSI.”
- Electrical Vehicle Supply Infrastructure (EVSI): Charging infrastructure that’s needed like service panels, conduit and wiring.
The program also allocates higher funding amounts for properties that are located in Disproportionately Impacted Communities (DICs). See the Disproportionately Impacted Communities (DICs) map here →
When combining the EVSI and EVSE rebates, projects that qualify under the non-DCI rate can access rebates up to $7,085 per port for Level 2 Chargers. For properties that do fall in a DIC territory, the total potential rebates for Level 2 charger installations doubles to $14,170 per port.
Full Breakdown of Rebates
Table 1: EVSI Rebates
| Charging Type | Non-DIC Rebate per Port | DIC Rebate per Port |
| Level 2 | $5,835 | $11,670 |
| DCFC | $18,250 | $36,500 |
| Public DCFC | $45,000 | $90,000 |
Table 2: EVSE Rebates
| Charging Type | Non-DIC Rebate per Port | DIC Report per Port |
| Level 2 | $1,250 | $2,500 |
| MFH Income Qualified Customer | $8,500 | $8,500 |
| Public DCFC 150-249kW | N/A | $17,500 |
| Public DCFC 250-349kW | N/A | $32,500 |
| Public DCFC 350kW+ | N/A | $40,000 |
Table 3: New Construction Rebates
| Building Code Requirement | Level of Installation Met | Rebate Amount |
| No Requirement | EV-Capable | $500 |
| No Requirement | EV-Ready | $1,600 |
| No Requirement | EVSE Installed | N/A |
| EV-Cable Requirement | EV-Ready | $1,100 |
| EV-Cable Requirement | EVSE Installed | N/A |
One requirement to take special note of: Applicants must receive a Reservation Letter from Xcel Energy before purchasing equipment or beginning construction. Projects that move forward before receiving approval may not be eligible for rebates.
Because funding is limited and administered on a first-come, first-served basis, organizations considering EV charging projects may benefit from evaluating opportunities early in their planning process.
Additional Planning Considerations
The program includes a maximum rebate of $1 million per project and a $5 million annual cap per payee.
Organizations should also be aware that other state or federal incentive opportunities may be available. However, applicants are required to disclose additional funding sources, and those funding sources may affect eligible project costs under program rules.
As with any incentive program, rebate amounts, eligibility requirements, and program terms may change over time. Reviewing current program requirements and coordinating project planning before equipment procurement can help reduce the risk of missed incentives.
