ComEd offers a variety of incentive opportunities to help businesses reduce energy costs through lighting and control upgrades. Their programs include prescriptive rebates, instant discounts, and custom applications designed to fit different customer needs. PEC participates in ComEd’s Standard Offering program, which is available to most commercial customers. While we’re not currently registered for the Small Business program (for customers with peak demand under 400 kW), those customers are often still eligible for Standard Offering incentives.
Application Process
Before installation begins, a pre-application must be submitted through ComEd’s online portal to reserve incentive funding. This process often includes a site inspection while ComEd reviews the project details.
Pre-Application Requirements
- Scope of Work, including:
- Existing fixture information (and photos for high-wattage fixtures)
- New fixture and control details
- DLC product IDs
- Customer power bill
- Customer contact information (name, email, etc.)
- Customer signature
Once the project is complete, the final application must be submitted before ComEd conducts the post-installation inspection.
Final Application Requirements
- Customer W-9
- Final invoice
- Electrical subcontractor details (must be ICC certified)
- Updated scope of work (if changes were made)
- Screenshots of control settings, if networked lighting was used
Deadlines
The 2025 ComEd program runs through December 31, 2025.
Projects approved in 2025 may still be installed and submitted in 2026, however 2026 incentive rates will apply to those installations.
Once ComEd approves the pre-application, you’ll have 90 days to install and submit the final paperwork. Extensions are available upon request, but prolonged delays may result in application cancellation. If this happens, PEC can reapply with a new pre-application.

- Fixtures: $0.80 per watt reduced
- Occupancy Sensors: $0.25 per watt controlled
Networked Lighting Control Incentives
- Fixtures: $1.05 per watt reduced
- Networked controls (no existing controls): $0.50 per watt controlled
- Networked controls (with existing controls): $0.40 per watt controlled
Bonus Incentives
ComEd frequently offers stackable bonuses to increase project value, especially early or late in the year.

Fixture Details & Eligibility Tips
- LED-to-LED Replacements: Eligible only if existing LEDs are at least 5 years old. Proof may include invoices, shipping labels, or manufacturer verification.
- Selectable Wattage Fixtures: Incentives are based on rated wattage, not adjusted settings.
- Tubular LEDs (TLEDs): Only Type C (external driver) TLEDs qualify for Standard Offering incentives. Type A and B are eligible only for instant discounts.
